The bill (Reg. No. 7378) sets the procedure of transfer, expropriation or confiscation of property of legal entities or individuals for the state needs under the conditions of a legal regime of martial law or the state of emergence.

 

Under the bill, "expropriation of property is deprival of title to individual property that becomes the property of the state to be used under the conditions of a legal regime of martial law or the state of emergence", while "confiscation of property is deprival of state-owned enterprises and state-owned economic associations of the right of economic management or the right of operational management of the individual state-owned property to transfer it for the state needs under the conditions of a legal regime of martial law or the state of emergence."

 

The bill also amends part six of clause 353 of the Civil Code, the Laws "On the Legal Regime of the State of Emergence" and "On the Legal Regime of Martial Law" to regulate the procedure of returning the expropriated property to the individuals.
